Some solids make good insulators but not many. In roof insulation its the air trapped in the insulation that does the job. Hot air naturally rises and is then replaced by cooler air and the insulation prevents this.
Aside from the other issues with potting material. If you transfer the heat to the cover of the pot and the surface area of that pot is not much larger than the transformer inside then you have accomplished nothing.If you simply want it to run cooler then just drill some holes around it so it will convect away or put a finned heat sink on it with heat sink glue.
