Bias adjustment question

Before I make another order for resistors would anyone like to make a suggestion on whether I would be better off dropping my plate voltage with a resistor or leaving the 280 to 296 volt plate voltage alone and ajusting the cathode resistors for required amp draw. I tryed replacing the cathode resistors to 390 ohm resistors and found that to get the amp draw into specifications I will need 520 ohm resistors. I tryed changing the plate resistance to a 270 ohm resistor with a 10 watt rating and it seemed to work until I accidentally touched it. Wow! hope not to do that again.
Any suggestions are appreciated.
