Default Valves for Crackly Fender Hot Rod

I've got a Fender Hot Rod Deluxe 40W (guitar amp), which I'm not really using at the moment, but it's been a bit crackly for a while. The actual sound of the guitar is fine, it's just hissing and crackling quietly in the background. I assume this means time for new valves, am I correct? If so, is it the preamp or poweramp valves I have to change, or both? I think there are 4 12AX7's in the preamp and 2 6L6's in the poweramp. How much will this cost? Also, as I don't use the overdrive channel much, is there a way of making this into another clean channel?

Hello ,
Pity you're not near London , otherwise you could have brought the amp to me and I could have tested the valves for you . Have you reseated the valves in their sockets yet ? Otherwise it could be noisy pots that could be the problem . If you think the 6L6 are past their prime I think I have a few sets of Sovtek 5881 kicking around that need a good home
