Do yourself a favor and take Chris' advice and verify the circuit diagram and component values.
I have seen errors in internet schematics for Music Angle (and other) amplifiers before.
The way I interpret the schematics in post#7 the trimpots are for hum cancelation and biasing, not for adjustment of the heater voltage!
Messing with the biasing without doing it according to proper procedures and measurement equipment and techniques may in result in disaster.
Note that 4.3 volts AC will yield 6.1 volt after rectification and smoothing.
Check the wiring to pins 2 and 7, check if there are any bad diodes or capasitors in the heater supply network.
