Can I use LT1083 as a CCS load?

Sorry, but it would be terrible. A CCS for an anode load needs to be almost as good at 20kHz as 20Hz. None of the IC regulators are any good at 20kHz. They were designed for high current (1000mA) DC use rather than optimised for AC performance while passing perhaps 10mA.

How to connect 7H-4B to be used as a CCS for a preamp tube?

how to use 7H4B as a CCS for the tube's anode.

Sorry but a constant current regulator of this type is much too slow for this purpose, the reaction time can be measured in seconds so the bandwith is less than 1Hz!

These regulators consist of a wire of iron in a hydrogen gas, if current should when the wire gets warmer and the resistance increases so the current decrease aso until it stabilise at a certain value. An ordinary lightbulb have the same function but the current is less constant.
