equivalent to the WE396A?

Unlikely, as it was intended for high VHF/low UHF use where an octal base would introduce losses and small size is actually a necessary part of the valve design.

7F8 (loctal) was probably the first dual triode designed for VHF use... miniatures came along within a few years.
