Problem with a Peavey Classic 50

Hi, my problem is that my Peavey Classic 50 has become a magnificent oscillator jejeje perfect to annoy the neighbors but is not suppose to work like that, so I took a look inside the amp and then I saw that one of the coupling capacitors between the phase divider and the power tubes (4 EL84, 2 and 2) was making littles sparkles, when I took out the board there was a small "way" made of carbon between the capacitor and B++ :eek:, I remove the "way" but still oscillates.
So my question is: what else do I need to check? could be a bias problem?
