25VA means it can supply 25W to the appropriate value of resistive load. Almost any other load will get less power, sometimes much less power. I guess transformer makers don't want to promise power delivery which almost all users will fail to achieve. So VA is just a shorthand for calculating the RMS current delivery from the voltage. Transformers giving x VA will tend to be about the same size and weight, whatever their secondary arrangements, so they can do ranges of x VA, y VA etc.
 
If the equipment has inside it an FM radio receive circuit, one could create a centertap effect by replacing say a pair of 6AU6's or 6BA6's (or one of each) with 3AU6'ss or 3BA6's, wired so that they are in series, and ground the wire between the pair. This requires removing any grounds elsewhere in the heater circuits. the 3AU6 is a "TV" tube you should be able to buy for cheap, anyway. Doing this trick means not burning heater supply current in a pair of resistors as well.
