Default Single ended 300b's

I am puzzled, I have three amps, an AN Kit1 (8 wpc,) AN Conquests (18 wpc,) and Audion Golden Nights (10 wpc,) I have recently played them all through a passive pre-amp and to my amazement the Audion's were way the loudest at a given volume setting, next came the Conquests and finally the Kit 1. This makes no sense to me, does any one have a theory? I should add I played them all through the same speakers, Woden Vulcans with Fostex 206e's.

Doesn't the output level depend on the gain of the input and driver circuitry, for a start? Also (to a lesser extent, since all amps use the same output valves) on the OPT ratio.

It's the difference in input sensitivity. One amp may need 1volt for full output and another needs 2 volts for full output. As an example, I have a Leak stereo 20 that is rated at about 11 watts but only needs about .5 volts for full output and a homebrew 300b that I designed for a 5 volt input because of the preamp I was using. With the Leak a very small turn of the volume knob would be extremely loud and at the same setting, the 300b would at very low volume.

If the louder amps have more gain than needed, you might be able to get better bandwidth, lower noise, or lower distortion by changing some component values.
