I think the 250 figure you are quoting is the typical operating point recommendation and not the max anode voltage. This datasheet http://frank.pocnet.net/sheets/113/6/6N9S.pdf says 275V is the max.

2 cents about Russian Tubes, a lot of tubes made in Russia have a more quantity and charactreristics, then wrote in datasheet.
