Linear Technology's LTSpice seems to have the upper hand.
Its ready with Triode, Tetrode, and Pentode symbols.

Then you just need to visit Duncan Amps and pick up the
spice model libraries, starting with dmtriodep.inc

TINA-TI is also free, and has slightly better libraries if you
are needing more transistor choices. But I havn't figured
out how you add tubes to it? I'm sure its been done...

Cadsoft Eagle. Unlimited schematic size, limited board (if you intend to produce PCB from your schematic) to 8x10 cm in free version.

Remember to download tubes.lbr from their website. This is the library that contains many commonly used tubes and symbols you can use to make your own.

If you use Windows, you can use Paint. It's so simple that it's really fast to draw once you familiarize yourself with it. The part that takes time is building a library of symbols. I have two, smaller and bigger. This one is smaller, that I use for forum posts:

What about ebay ? there is usually a copy or two on there.

Free packges tend to be poor or have drastic limitations placed on them.
