Question - Closest Russian Analog of 12BH7A

I don't think there is anything that could be called a close substitute.

You don't give many details of what you are looking for. Are you looking to sub in a Russian substitute for an existing design that has a 12BH7A? If so, I am guessing that it is a split load phase inverter and many tubes such as 6N1P, 6N6P, 6H8C, with a gm of at least 3100 would work OK. If you want a better answer, you should either identify the design, or at least the phase inverter type, and whether both noval and octal tubes are OK.
