Goto http://www.translate.ru and translate the web page. You'll get the gist of it, though it won't translate the scanned tables.
Basically, it is just some random guy taste testing various caps. No profound conclusions. It depends on the circuit, specs don't tell the whole story, you can get good performance with Russian caps, etc.
