weird old amp:need help

I have a Strauss 60. Old p/p amp. 2 x el34, 3 x 12ax7. Huge p/t and o/t, big enough to a power small town. I replaced the caps etc as it was very dangerous, the two big cans were isolated fom the chassis and they were conducting the full load thru their outsides..on purpose. There is plenty of voltage were it should be, the valves are fine, But no sound, well very little volume.Replaced volume pot. It also has a strange bias set up, with pin 8 running 2 parralel caps, a zener diode and a fuse all in parralel to earth. I have never seen this before. I need help. What could be the cause of the lack of volume
