I would like to get your opinion on my saturation test.
My idea is the secondary inductance should drop
with DC on primary near to saturation but the result
is almost constant from 0 to 100ma.

My conclusion is my test is wrong or small cheap
transfo are not so easy to saturate.

Saturation is a function of the volts per turns ratio and signal frequency. Best way is to crank up the primary voltage with a Variac while monitoring the current. The current will increase abruptly when the core saturates. It will also hum noticeably when that happens.
