I have an old cj PV2AR preamp. I wanted to make a st-70 type kit amp to go with it and give it to my daughter.
Knowing that as a student she wont have a lot of room for a while, I was wondering if you can use the pre amp as the front end section of a tube amp, and make my own "integrated " tube set up
 
Yes, it most certainly can be made to work, although it may not be practical. Just as with any "which amp should I build" question, you need to give us more details about what speakers you intend to drive and so on. Do you have a schematic for the preamp? Not all preamps have a lot of gain or current drive capability so this will likely be your limiting consideration.
