voltage reg make heat sink live. Bad idea?

I'm recapping my AMC CVT3030a I saw some weird stuff around the vol reg in the ps which I can't identify. If it was a cap I would say it was leaking.

In the process I noticed apart from some thermal grease it makes contact with the heat sink which naturally makes the sink live. I've seen this in cheap ps in the past but this unit is pretty well made.

Best to leave it alone? Or isolate it with mica and a shoulder plastic washer?
