The max cap value was a convenience in the old days when there was no easy way to measure or estimate peak current. Simulate it in PSU Designer (from duncanamps.com), and make sure the peak current is within spec. If so, the first cap is OK. With a low resistance transformer, the first cap needs to be fairly small.
