Need DIY help in Los Angeles area with tube preamp

I have a rare pre-amp that I had asked a tech who did some work on it to disconnect the phono stage. Unfortunately, he's long gone and I'm having trouble reconnecting it up. I found the HV wires that were disconnected and reconnected them but I still have no output from the phono.

I know its something simple I'm not seeing. There are two other disconnected wires but they contain negative voltage and is coming off the filament. I suspect its a negative bias but it measures a proper 1.6 negative bias without them hooked up.

Is anyone in the Los Angeles or West Los Angeles area that would be willing to look at it and say, "Why you idiot! You just need to ....." (':smash:')
