Only at start up would it help, once voltage has ramped up it wouldn't have that much impact, it clamps overvoltage.

Perhaps the hum comes from saturating transformers as the capacitors charge from 0V?

IMO, most likely hum caused by 1. capacitors charging and 2. tubes heating unevenly, resulting in momentary unequal hum cancellation. (When I pull the 12AX7 it hums again.)
