What is the phase of an output taken from the plate of a grounded cathode? Is it inverting or normal polarity ?

Inverting.
As a signal goes positive, the grid goes more positive (less negative) with respect to the cathode. So the tube conducts more. If the tube is conducting more, it draws more current, the plate resistor drops more, and the plate voltage goes more negative (less positive). hth
