what guideline to match pre and amp?

someone mentioning about damping factor of each associated gear, whats the guideline for that? some 10 times of the other? pre damping factor has to be around 10x of amp damping factor or vice versa?

or any other guideline?

will tube pre and SS power amp can preserve the tubey sound?
 
There is generally no need for concern. As long as the input impedance of a device exceeds the output impedance of the preceding device everything will be OK. It is generally recommended to have a minimum ratio of 2:1 and it is usually preferred that the ratio be 10:1 or more.

Damping factor is relevant only for the output of the power amp to the speaker. It's the speaker that needs damping, by having a low impedance source.

Think of the speaker as a motor. If a low impedance power source is connected to a motor, then when the power is cut off the motor stops quickly - it is well damped electrically, If the power source is high impedance, then the motor will run on for a while if the power is cut off.
