Is the "starter" (pin 7) on this tube an auxillary element for use in dark or cold ambient temperature environments, or is it always necessary to have it connected?

I've never used one of these, but I' m assuming the starter electrode would be connected either directly or through a resistor to the anode of the reference tube. (I'd try the resistor frankly)
I assume you would connect the starter electrode under all conditions of use in order to assure starting at the stipulated 135V.
