Default how to set output current on G Pimm's CCS circuit?

I have a feeling it is measured across R1. Is this right

Also, do I need to have a load? I am thinking of just the transformer -> rectifier -> choke -> cap -> CCS circuit. nothing else after it.

Do I need to connect the negative terminal of CCS circuit anywhere if it's okay if there no load?

The voltage across r1 is approx 14 volts. so using ohms law you can calculate the resisitir for r1. If you need to drawer 20ma you will use a 680 ohm resistor. Fine tune the current setting with the pot.
