It's obviously (to us injunears) dependent on the frame rate of the video camera to show the "standing still' effect. In real life it surely just appears to convert a stream of water into a "plane" or expanding wedge of water.
I'm reminded of this "Golden Door" effect that happens with only a certain model of film camera:
