what sort of accuracy can this measure to?

Minimum distortion range is -60dB (0.1%). This range has calibration down to -20dB, so the smallest measurement is -80dB (0.01%).
Of course accuracy of measurement will depend upon a low distortion generator and calibration error.

Is this low enough to be useful?

Probably, it would be my first "proper" bit of design and test kit, so I'm sure this would be a good starting place to build from. As, hopefully, over the summer holiday when I'm working I will get a chance to add a few more peices to my collection and actualy get myself set up to test the things I'm building (and hopefuly designing a bit more by then).

Well, i tried to get it. Started the bidding at 20.50 GBP went up to 40 GBP ...so at least you get a little out of it, though i didnt get the meter
