I have a tape speed strobe tool. It is the same model as in this ad:

It has a spinning disc with a strobe pattern on it, there is a rubber tire around the disk. You hold the wheel against the capstan, and 60Hz strobe, like from a neon light or even the room flourescents, will sync the pattern if speed is correct. Ultra simple to use.

very handy if you work on reel to reel decks.
