Default Plate Amp problem

I built a 10" Sub from a Parts Express kit. It works except for the level control. I can't adjust the output level from the level control. What's the likely cause of this?

not sure what the problem is, do u have it hooked up right? i would send it back if it seems like a hardware issue...
