Well now I am confused. When I put my power rating in the velocity goes through the roof literally. It's off the ******* scale. See image

Your graph is showing ft/second instead of meters/second. The 53.8 ft/s that you are seeing at 16Hz translates to 16.4 m/s which is perfectly acceptable.
You should also look at your cone excursion graph with the 300W input and make sure that the driver will be below xmax. I am finding that *usually* the driver will reach xmax before its RMS input rating on ported designs. This is not a problem, as long as SPL when xmax is reached is acceptable for your needs. Theres a graph for that in WinISD too
