A quick look at Parts Express shows 297-616 Peerless 831727 10" and 297-618 Peerless 831857 as being good value candidates for reflex type sub.
For sub use, a horn even with compromises requires at least a 2.5m path length regardless of mouth size, resulting in a box exceeding 300litres in size. The above speakers would probably not be real good for horn use - I would recommend something with higher Fs and large diameter voice coil to stabilise the cone under high pressure, and such a driver would most likely be more expensive than these, but overall performance would be superior.
So it depends a lot on your usage requirements, space limitations and budget.

Try Fostex FW405 15" from Madisound.com, JBL 2225, BD 15 from http://www.diy-systems.com/ or Eminence 15" . Also search archives in this forum. Most of these are 96 dB efficiency, Peerless doesn't achieve this.
The Eminence HL10a is perfect for a horn-loaded sub for very high power home applications and for pro-sound usage. Where large cabinet size is not tolerable and SPL requirements more modest the MCM 55-2421 works very well, as can be seen in this chart:
