He could use an aluminum cone and integrate reed valves into the cone itself. An added benefit would be increased cooling of the driver with all that air passing over it.
But this is a silly proposition, altogether. For one, 30 Hz is NOT below hearing. In fact, it's one of my favorite frequencies to hear and feel... But not constantly for hours on end.
Resources could be much better spent on a nice squirrel cage fan--they move a lot of air and are fairly quiet.
Quite right. The open H string of a 5-string bass guitar is tuned to about this frequency (30.85 Hz), and an organ's biggest 16' pipe resonates at a frequency not that much higher (32.69 Hz). Btw, the lowest C'' tone of an organ's 32' stop has a frequency of about 16 Hz that most of us may hear.
