This might not be totally accurate and someone can come along and correct me but... it depends on your use:
If you use the 12Hz corner, your amp will be able to deliver almost (relatively) full power at 18 Hz which will mean that your box will perform kind of like how you expected from design.
On the other hand, if you set your corner to 18Hz, your amp will be at -3db at 18 Hz but your box will "counter" this effect by giving you some extra boost at that frequency. In addition the boost at 21/22Hz will smooth out the dip between your box resonance and your speaker resonance. In short, I think your amp and box combined will flatten out the response some and make it more like a sealed box with a lower F3.
