I have a pair of this Fostex csw 25 woofer, the partial spec as follow :
Fs (hz) Qts Vas (L) D(cm) Spl Pmax(W)
32 0.3 111 23.4 - 200

I would like to built as low as 38hz,thank you

I punched your data into WinISD. Here's the recommended cab:
55 liter cab (about 2 cu.ft) with .258m x .1m dia port tube for an F3 of 36.3 Hz
This for a 1 driver cab.

What If I have to built the Tapper Horn type ,what would be the best,I prefer the design to be more rectangular shape (vertical).
