You're not going to find a woofer with that high of a sensitivity with those specs.
The best budget woofer I've found is the JBL GT5-15.

Any opinion or practical implementation in a ripole of the Dayton RSS265HF-8 (10", 8 ohm)?

Xmax = 14.3mm
Or is the Fs too low?
What about the RS180-4 (7", 4 ohm)
Fs = 38 Hz
Qts = .50
Xmax = 6.0mm
Fs and Qts seem good...but too low Xmax? Small room, low volume.

You need ~ 6.8 RS180 drivers to move the same amount of air as a single RSS265HF so I'd steer towards the bigger driver.
