I would go with an 18" PA driver with a large 4" voice coil, and as mentioned earlier a 4th order bandpass would be very good, you can get a serisously horrible (wonderfull in your case) peak)in a narrow range, 60 Hz would be very easy. Small sealed chamber and a large vented chamber with an appropriate vent. For a single frequency only, I am not sure if there is any EASIER enclosure to build....
And use a Variac as a source. infinetly adjustable and the most efficent thing out there if all you want is 60Hz.....
