Default noise level hearing evaluation

Is it a common practice to short the input to ground of an amplifier when doing noise level hearing test? Or we via a resistor having value similar to expected source resistance? Is noting heard (hiss, hum) 1 cm from speaker an essential requirement for a solid state amplifier?

I have no problem when testing most power amp I have built. But when I put a pre-amp with its input shorted to ground, I always can hear hiss noise (no hum) from tweeter. Is my pre-amp too noisy? Or the power amp's gain too high? Residual output noise (input groundedd) of a pre-amp should be in uV range to rank its low noise?
