Does anyone know od souce for standaized SMT footprints. I know there is an IPC publication (IPC-2221A) but all references found by Googling end up with an offer to sell the official publication for ~$60. Since I'm just dabbling and curious, that's a bit more by a factor of ten or greater than interests me.

Not sure if this will meet your needs but try looking at your CAD Layout tool's SMD library. Mine (PADS PowerPCB) has a bunch of standard SMD footprints already.
