There is something called an inter-library loan.
Libraries borrow from each other.
You might chech with the research librarian about the possibility.

Is it an option to find someone who is a member of IEE and buy through him? Members paper fees are generally reasonable. If you do, I'm willing to split the cost with you.

The IEE has rebranded into the Institution of Engineering and Technology, IET.

I am a member and don't mind helping you guys out. I will need to you do all the legwork though, I will just be a portal. Sorry, but I don't have time to be able to do anything more.
