How do you know what it is putting out? Did you hook it up to a dummy load put a sine wave thru it and monitor the unit with your scope and look at the outputted sine wave?

So many times I hear from people oh I only had the preamp turned up to 10:00 and the amp was clipping. Position is relative to the strength of the signal.

If its a 200 watt amp you will see 40volts on a 8 ohm load 40 squared =1600 divided by 8 ohms = 200 watts.

Additional note... You need a meter capable of being accurate in other words a true RMS meter instead of a Rat Shack $19.95 meter.
 
The big blue things( looking at your pictures) are the filter caps. They do not need to leaking anything or bulging to be bad. An easy check is to check the voltage across the caps. If its a 75 volt supply for example it will read +75 on one side and minus 75 on the other. Sometimes the caps will have the correct voltage on them until you try to pass program thru them and then the voltage goes down fast and this is a sure sign they are internally leaky.
If they do need replaced replace them with the correct size mfd wise instead of trying to go oversize thus causing more problems.
