MOSFET Inrush and Short Circuit Limiter

Dumb question here.

This circuit appears to be suitable for insertion after rectification but before the filter caps. However, both the transformer and the filter caps contribute to the in-rush. So while this device limits the in-rush due to charging the filter caps, it still leaves you to deal with the inrush current caused by a big toroid.

Right? Wrong? Am I missing something?

For use with a rectified AC input, there must be a carefully chosen capacitor between gate and source of Q1. The previously mentioned Q2 base resistor and gate/source zener are also required.
