Would running a cap at say 25% of its rated voltage be detrimental to the working life of the cap?? eg running a 400V cap at 100V? I was told its no good running a cap way below its rated voltage.

How about this??
http://www.physicsenterprises.andrew...apacitors.html There's one section that says that running a cap way below its rated voltage will cause an E-cap to lose capacitance.
