It will be a switch mode supply using the 555 as a crude Pulsewidth Modulator (PWM). If you look on Google you will probably find quite a few schematics of this kind.
Better though would be to build a switch mode supply on a better chipset, if chips are difficult to get in your country look to the TL494 as they are common in PC power supplies (I have several of them from otherwise dead PC psu's
