you should be able to get the transformer running without the board by manually jumping a tap the correct way. tracing things out and ohming stuff should give you a plan.

I had one of these Topaz units filtering AC for a customer's test system. When it quit working I got a second one but eventually switched over to a Powervar unit. I seem to remember that it generated noise on the incoming line side when it switched taps. Never did find any documentation.

I'm wondering if I can just wire up mine w/o the triacs
and I bet when the triacs switch its loud, there are sitting on
that un deadened heat sink, as the whole unit isn't sound deadened...
makes like a steel drum.
