Pretty much true as a rule-of-thumb for the rail-to-rail voltage.
Consider, for sinewaves. V peak-peak will be 2.828 x vrms, so a figure of 3, with a couple of volts or so allowed for the drop across the output transistors isn't so far off.
If you use MOSFET source followers in the output stage then you will need to add more headroom because you need to allow for the V(g-s) of the FET.
