Note that those 2 are marked different on the manual to all other caps on the amp - that might mean something (?).
You are right, those two caps in the location diagram look like being added by hand. That might be other "mystery" of the first series of 3020...
Like Mooly advised , I will solder the missing parts without these two caps and see what will happen.
