I have used an E-MU 0404 USB for this purpose for some time with results that compare well with expensive Audio-Precision instruments. The problem is that this product is obsolete and Creative are no longer supporting it for things like driver updates. M-Audio are also poor in this respect.
You need a high quality sound card with (preferably) balanced inputs capable of full-duplex operation at a sample rate of 96kHz. (You need this sample rate or higher to get meaningful THD measurements across the audio band). You might find that the E-MU 0204 USB will be ok, or perhaps something from Echo Audio.

$200, recent product and works without needing extra software or Windows components. Simple to use and almost idiotproof. A couple of 30 Mhz scope probes or BNC/RCA, Bananas, clips or whatever leads you want, might be a nice addition.
