I tested all the output and drivers for shorts with the chassis, all properly insulated.

Well I think your going to have to replace that resistor and then switch on and see where its all at. I wouldn't like to second guess what happened without seeing it. All you can do is carry on from here and see what happens. Is Q20 still OK. Not reading short or very low resistance between collector and emitter ?
