You need to make your own in the library editor, eagle has a poor library it didn't have to-264 until ver 6!

Libraries are EAGLE's major problem. They are a mess. There was a TO-264 package in EAGLE 4 and 5, but it was just not mapped to a device.

I scrapped the standard transistor libraries, extracted the packages and symbols, and made my own.

fortunately the library editor is easy to use. All you need is a datasheet with dimensions. Choose the symbol editor and draw the symbol, then select the package editor page and draw out the package, then select the component page and create the part with the symbol and package you just made, connect the pins and save.

Everyones CAD libraries are crap out of the box, or at least the ones that I have used, Mentor, Cadence etc, I would think that Eagle would not be any different.
Quite simple, you have to learn how to make library parts.
BTW LSK389 also comes in a SOIC8, way cheap package.
