Capacitor condition

Hello, I have this Pioneer receiver/amp which has two, large 8200uF, polarized electrolytics on the main board. Both have a noticeable crown at the top, but there is a fiber disk covering the top which was shrink wrapped in tight.

I was wondering if it is a no-brainer they have seen their better days, or if that kind of package normally has a crown. The unit is from the 1980s. All the other caps are good and the unit plays very well.

The plastic cap can bulge, with the actual cap not bulging. Press down on the top. If you can push it in, your fine, otherwise the cap is bulged.

Thanks. They are hard almost like rock. I will cut when ready to replace.

I was wondering what detrimental effect the reduction in value would have. I do not know what specific purpose they serve. I assume DC power stabilization.
