I just bought a MC2200 last night and this morning was checking it over. On the variac with both bias pots full ccw it idles at 14w, with bias set its 20w. That seems awful low to me. I downloaded the service manual and it mentions idle current around 50w. Any ideas?

Just leave it be.
The 50W loss depends mainly on the power transformer. Using an IM analyzer I have found that only 10mA per output gives the lowest distortion on those. That would be about 4.92W (12 outputs at 40V) plus the front end, which is just a few mA at low voltage.
